

In this 1967 photo by Dr. Henry Pollard, people stroll through the 3rd annual WCSH Sidewalk Art Festival. Plaidland occupies the spot that would later become Walgreens, then Dunkin’ Donuts, before finally being cleared for Congress Square Park. To the right, you can see the Charles Q. Clapp Block, also known as the Upper H.H. Hay Building. A notable detail: Portland didn’t have brick sidewalks until the mid-1970s, as you can see from the cement sidewalks in the photo.
